Carl is a resident of Lewiston and a father of three. He has been a Teamster since 1977, with 20 of those years in leadership positions as a former Biddeford Police Patrolman, Shop Steward, and graduate of the Maine Criminal Justice Academy.

Carl was cited for bravery, including a Silver Star for bravery from the American Police Hall of Fame. Local 340 hired him for his obvious ability. Carl has vast experience in negotiations, mediation, fact-finding, arbitration and grievance handling. He has particularly honed his skills at arbitration.

He has been appointed by the Governor to the Board of the State of Maine Retirement Committee, and was appointed by the State AFL-CIO to be Chairman of the Public Sector Division.
